Elevator type test procedure (trial)
In order to strengthen the management of the elevator type test work, standardize the elevator type test behavior and improve the quality of the type test work, according to the "Special Equipment Safety Supervision Regulations" (the State Council Order No. 373 of the People's Republic of China) and the "Special Equipment Quality Supervision and Safety Supervision Regulations" (Original State Bureau of Quality and Technical Supervision Order No. 13), the General Administration of the People's Republic of China has formulated the "Elevator Type Test Procedure (Trial)". It is issued to you, please conscientiously implemented.
When implementing the procedures in all regions and relevant units, the results of previous relevant type tests shall be confirmed in accordance with the following requirements:
1. The standards implemented by the prototype test are inconsistent with the standards implemented during the implementation of this code. The standards for the prototype test are being revised and the contents of this regulation are quite different from the requirements of the standard. The prototype test results have a valid period. If the expiration date has passed, the type test will be re-run;
2. The type test involving the first application for the "Special Equipment Manufacturing License" must be type tested in accordance with the provisions of this regulation, but the prototype test results shall continue to be valid during the validity period during the application for the manufacturing license.
If problems are found during implementation, please report them to the Boiler and Pressure Vessel Safety Supervision Bureau of the General Administration.
Elevator type test procedure (trial)
Article 1 In order to strengthen the management of elevator type test work, standardize elevator type test behavior, and improve the quality of type test work, this regulation is formulated in accordance with the "Special Equipment Safety Supervision Regulations" and "Special Equipment Quality Supervision and Safety Supervision Regulations".
Article 2 This regulation is applicable to passenger elevators and cargo elevators, hydraulic elevators, sundries elevators, escalators and moving walkways for traction or forced driving, as well as various types of safety protection devices and main components used in the above-mentioned elevators. For details, please refer to the "Appendix of Applicable Products for Elevator Type Test Procedures" (Annex 1, hereinafter referred to as "Catalogue").
Article 3 The products listed in the Catalogue shall be type tested in any of the following circumstances:
(1) New products or old products are transferred to the factory for production;
(2) The configuration of the whole elevator components and the main parameters changed in the “Elevator Configuration and Parameter Change Table of Impact Type Test Results” (Attachment 2);
(3) The various types of machines or various types of parts listed in the Catalogue are suspended for more than one year (including one year) to resume production;
(4) The first product or component of the same type imported elevator;
(5) The safety protection device and main components listed in the Catalogue shall be tested once every two years (the safety protection devices and main components manufactured by the enterprise that has obtained the permission of the elevator manufacturing unit shall be carried out once every four years);
(6) The State Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as the AQSIQ) or the elevator manufacturing license acceptance agency shall propose the type test.
Article 4 The General Administration of Quality Supervision, Inspection and Quarantine is responsible for the unified management of elevator type test; the local quality and technical supervision administrative departments at all levels are responsible for the supervision and inspection of the implementation of elevator type test; the special equipment safety of the AQSIQ and local quality and technical supervision administrative departments The supervisory organization (hereinafter referred to as the safety supervision agency) is responsible for the specific implementation of the above-mentioned unified management or supervision and inspection.
Article 5 The inspection and testing institutions shall carry out the type test of the elevator and its safety protection devices and main components, and must abide by the provisions of this regulation and the type test rules of various types of elevators and their safety protection devices and main components separately issued by the AQSIQ. The following is abbreviated as “Type Test Rules” and “List of Elevator Type Test Rules” is detailed in the test items, contents, requirements and methods specified in Annex 3). If other test methods are used, they must be approved by the safety inspection agency of the AQSIQ.
The Type Test Rules for special type elevators and their safety protection devices and main components shall be separately organized by the AQSIQ.
The type test of imported various types of elevators and their safety protection devices and main components shall be carried out in accordance with the provisions of this regulation and the corresponding Type Test Rules.
Article 6 The inspection and testing institutions (hereinafter referred to as type testing institutions) that perform elevator type tests shall be approved by the AQSIQ.
Article 7 The testing equipment, instrumentation, measuring instruments and testing tools for the type test of the elevator type test shall be qualified according to the laws and regulations, and shall be qualified within the validity period. The measurement accuracy should meet the following requirements:
(1) The measurement accuracy of mass, force, distance (length), time and speed is ±1%;
(2) The measurement accuracy of acceleration and deceleration is ±2%;
(3) The measurement accuracy of voltage and current is ±5%;
(4) The temperature measurement accuracy is ±5 °C;
(5) The measurement accuracy of the flow rate is ±2.5%;
(6) The measurement accuracy of the pressure is:
1. The pressure is not more than 200kpa is ±1%;
2. The pressure is greater than 200kpa ± 5%.
(7) The recording equipment shall be capable of realizing a signal detecting a change of 0.01 s.
Article 8 The test personnel who carry out the type test shall pass the examination of the AQSIQ and obtain the qualifications of the elevator inspector or above before engaging in the type test work. At least one person with the qualification of an elevator inspector shall participate in the test.
Article 9 For the type test of the products listed in the Catalogue, the applicant shall submit the application to the type test institution with the following materials:
(1) A copy of the business license of the applicant's legal person (when the manufacturing license is not involved, it is only provided at the time of the first application);
(2) "Application for Special Equipment Manufacturing License" (type test involving manufacturing license to fill out the application; no need to fill in the manufacturing license);
(3) The certification documents and self-inspection records of the manufacturer's factory inspection;
(4) Technical materials required for review in the Type Test Rules.
Article 10 After receiving the type test application, the type test organization shall, within 5 working days, inspect the application materials submitted by the applicant unit to confirm whether the type test can be carried out. If the type test can be carried out, the type test organization shall, in accordance with the provisions of this regulation, negotiate with the applicant to determine the type test implementation plan including the schedule plan; if the type test cannot be carried out, the applicant shall be notified and the reasons shall be explained in writing.
Article 11 The type test institution shall strictly control the test process in accordance with the relevant system and the type test implementation plan. During the test process, if the tester finds an abnormality or special situation, it shall consult with the type test application unit (hereinafter referred to as the application unit) and request the type test institution to approve it, and may increase the test item according to relevant national standards.
Article 12 The type test of the elevator safety protection device and main components shall be carried out in the type test institution. The applicant shall deliver the sample to the test site of the type test organization; it is necessary to combine the whole machine performance test of the type test (hereinafter referred to as the whole machine). Tests or component tests performed on the test site of the manufacturing unit must explain the cause in the test record.
The whole machine test can be carried out in the test well or the use site of the manufacturing unit, or in the test shaft of the type test organization. The prototype is installed by the applicant.
When applying for the manufacturing license for the first time, if the whole machine test must be carried out at the use site, the applicant unit shall submit a written application, which shall be confirmed by the type test organization, and the special equipment safety supervision agency of the provincial quality and technical supervision bureau of the elevator installation site may agree. Obtain the corresponding qualified installation unit and install a prototype for the type test at the site of use. After the type test is passed and the unit obtains the manufacturing license, the elevator can be registered for use, and then the elevator can be put into use.
Article 13 The following test conditions shall be met when implementing the type test:
(1) When the component type test, the temperature, humidity, ambient air and voltage fluctuation of the power supply system of the test site shall comply with the normal use of the components and the conditions of use of the test equipment;
(2) During the whole machine test, the temperature, humidity, ambient air and voltage fluctuation of the power supply system in the equipment room and other places shall comply with the normal use requirements of the elevator. The test site (mainly referred to as the engine room, car top, pit) shall be neat and tidy. Items, facilities, and personnel unrelated to the test that affect the elevator test, and a warning sign indicating that the test is being carried out at the site.
Article 14 When testing the whole machine, the applicant shall appoint relevant professionals to cooperate with the test site.
During the test, the tester or the coordinator shall be equipped with and wear the personal protective equipment necessary for the test operation and shall comply with the safe working procedures. The tester may suspend the test if there is no test condition or if the test may cause safety and health damage, and the reason must be stated in writing.
Article 15 The type test shall not be less than the applicable items specified in the “Type Test Rules” of the corresponding product. The content, requirements and methods of the specific test must comply with the provisions of the Type Test Rules.
Article 16 During the test, the test personnel shall record in detail the test conditions and test results of each project. Projects with test data requirements shall record the measured data; for projects without test data requirements, the field test conditions may be described in simple text.
Article 17 The contents of the test record form shall be complete and shall be convenient for on-site recording and “type test report” (see the “Type Test Rules” of the corresponding product for the format). Individual items shall be listed or drawings for easy recording. . The test record form is uniformly formulated by the type test organization and is officially released for use in this unit.
Article 18 The test record shall have the signature and test date of the test and verification personnel.
Article 19 The type test institution shall complete the test in accordance with the time determined in consultation with the applicant unit in the type test implementation plan. After the on-site test work is completed, the type test organization must fill out and submit the Type Test Report and the Type Test Certificate to the applicant according to the data and results in the test record within 15 working days (see Appendix 4 for the format). ).
The “Type Test Report” shall be completed by the inspector participating in the test. The content and format shall conform to the provisions in the “Type Test Rules”. The conclusion page must have the signature of the test, audit and approval personnel and the corresponding date and inspection of the type test institution. Special chapter.
Article 20 The judgment rules for the type test of the products listed in the Catalogue are all qualified for all applicable items. Products that are judged to be unqualified may be re-examined after rectification by the applicant.
Article 21 The type test institution must fill out the "Elevator Type Test Qualification Summary Form" in the first week of each month, and report the unit and product status of the previous month's type test to the special equipment safety supervision agency of the General Administration.
Article 22 When the applicant unit disagrees with the test results, it may submit a request for re-examination to the prototype test institution; if there is still objection to the re-examination, it may file with the AQSIQ. The AQSIQ will organize experts to conduct comments.
Article 23 The type test institution must be responsible for the quality of the type test work. If an accident occurs due to mistakes in the test work or violates the provisions of this regulation, the responsibility of the test organization and the parties shall be investigated in accordance with the relevant provisions of the Special Equipment Safety Supervision Regulations.
Article 24 This regulation is interpreted by the AQSIQ.
Article 25 This regulation shall be tried on March 1, 2004.
